FULTON MACGREGOR SAYS SCOTLAND MUST HAVE CHOICE OVER FUTURE

HARD BREXIT MEANS OPTION OF INDEPENDENCE MUST BE OFFERED

 SNP MSP for Coatbridge & Chryston Fulton MacGregor has said that it is absolutely correct and appropriate for the people of Scotland to be offered a choice, once the options become clear, between a Tory hard Brexit and becoming an independent country, after the First Minister Nicola Sturgeon confirmed plans to seek parliamentary approval to begin discussions with the UK government to bring forward an independence vote.

 

Ahead of the UK government’s triggering of Article 50 and the beginning of the process of leaving the EU, the First Minister said that the Westminster government has been guilty of complete intransigence in the face of Scottish Government attempts to find a compromise – and has continually acted against the best interests of Scotland, not least by ruling out membership of the single market without consulting the Scottish Government.

 

SNP MSP Fulton MacGregor has said that it has become clear that the UK government has no intention of respecting Scotland’s 62% vote to remain in the EU and North Lanarkshire’s 61% vote to remain. 

 

Commenting, the SNP MSP for Coatbridge & Chryston said:

 

“Throughout the entire Brexit process to date, the Scottish Government has been consistent in its pursuit of a compromise with the UK government, putting forward substantial proposals for Scotland to remain in the single market – yet the UK government has rejected these and is pursuing an ever harder line.

 

“It is within this context, with the UK government intent on pursuing a damaging hard Brexit and set to trigger Article 50 without communicating with the devolved governments, that it has become ever clearer that the people of Scotland must be offered a choice over our future.

 

“The SNP will always stand up for Scotland’s interests and we are intent on protecting Scotland’s place in the single market. The people of Scotland deserve to choose,  once the terms of Brexit are clear and before it is too late to decide our own path, honouring the manifesto pledge that we were elected on last year.

 

“Scotland now stands at a crossroads, and we cannot drift along for two years hoping for the best.  We face the real prospect of right-wing Tory governments until at least 2030 and being dragged out of the EU and Single Market with all the damage to our economy and society that will cause.”

 

LABOUR COUNCIL CASH GRAB OF ATTAINMENT FUND CONDEMNED BY LOCAL MSP

NORTH LANARKSHIRE PLAN TO TAKE MONEY FROM HEADTEACHERS

Plans by the Labour-led North Lanarkshire Council to appropriate money given to headteachers to tackle the attainment gap have been condemned by the SNP, who have called the proposals “abhorrent”.

The story is reported in today’s Herald with council chiefs being accused of “emotional blackmail”. The council hopes to use the funding to plug gaps in its budget caused by their own education cuts – with headteachers being told to hand back £1.3 million.

Scottish Government guidelines state that the Pupil Equity Funding should not be used to subsidise existing services and all money should go directly to head teachers.

Commenting, SNP MSP for Coatbridge and Chryston, Fulton MacGregor, said:

‘I am deeply concerned at the revelation North Lanarkshire Council are attempting to strip away money from schools which has been allocated to help close the attainment gap.

‘Coatbridge schools were rightly awarded a large amount from this fund to help the most disadvantaged young people and I am outraged that the Council are trying to use this money for staffing costs which should be met by the council and not from this fund.

‘I have written to the Council leader asking him to put a stop to this immediately and allow Head Teachers to use the money as they see fit to support our young people.’

37,000 YOUNG SCOTS IN MODERN APPRENTICESHIPS TODAY

SNP SECURING SKILLS FOR THE FUTURE  

Fulton MacGregor MSP has today led a Holyrood debate highlighting the positive impact of apprenticeships and work-based learning opportunities for the 37,000 young people currently going through an apprenticeship in Scotland.  

The SNP manifesto committed to delivering 30,000 apprenticeships each year by 2020, up from 15,000 when we took office, targeting the additional places on higher level courses, including graduate-level apprenticeships.  

The SNP is also committed to addressing gender imbalances and increasing the numbers of trainees who are disabled, care experienced, or from a BME background.  

National Apprenticeship Week will take place from 6 to 10 March.  

Commenting, Fulton MacGregor MSP said:

 “It’s great to see increased participation in Modern Apprenticeships from under-represented groups in society such as women, ethnic minorities, carers and people with disabilities – but we need to widen access even further.  

“I am delighted that Skills Development Scotland has launched an action plan to encourage more BEM young people into Modern Apprenticeships, as well as committed to ensuring support is in place to help care leavers into Modern Apprenticeships, for example by raising the age limit for care leavers to 29. 

 “The SNP’s extra investment and focus over the last decade has transformed apprenticeships – building bridges with industry, filling skills gaps and enhancing productivity, while giving our young people the skills they need to be at the forefront of our economy and our jobs market.  It’s important that we can provide opportunities to young people who feel that college or university is not for them.  

“Countries with well-developed vocational learning systems and significant employer engagement have the lowest levels of youth unemployment.  The fact that Scotland has the second lowest youth unemployment in the EU demonstrates that we are heading in the right direction by investing in Modern Apprenticeships.”   

 

 

 

MSP CALLS FOR OPPOSITION TO SUPPORT POSITIVE INVESTMENT IN NORTH LANARKSHIRE

LABOUR AND LIB DEMS SHOULD STOP ALIGNING WITH PARTY OF AUSTERITY

SNP MSP Fulton MacGregor has challenged opposition parties to back the Scottish Government’s support for jobs, wages and public services in North Lanarkshire in Stage 3 of the budget debate this week.

Even under extreme budgetary pressure from Westminster – the Scottish Government’s budget will benefit North Lanarkshire with nearly £10 million of funding.

Fulton MacGregor has condemned the Labour and Conservative parties for choosing to oppose investment in communities throughout North Lanarkshire, including Coatbridge & Chryston.

Commenting, SNP MSP Fulton MacGregor said:

 

“Despite continuing Tory austerity, the Scottish Government’s budget will deliver above inflation investment in the NHS.

“Coatbridge & Chryston itself will benefit from a range of direct spending commitments, including infrastructure, which will include the continuing upgrade of the M8, M73 and M74.

“This comes on top of additional funding for health and social care partnerships and for schools, with £4,392,000 attainment cash going directly to primary and secondary schools in North Lanarkshire.

“Additionally – 79% of businesses in North Lanarkshire will see either a reduction in their rates, or no change at all after the revaluation.

“It’s time for the opposition to get behind this strong package of investment in North Lanarkshire.”

SNP MSP MARKS NATIONAL CARE DAY

SNP MSP Fulton MacGregor has marked today’s National Care Day by welcoming the progress made on the First Minister’s commitment to holding an independent review into the care system.

It was announced yesterday that Fiona Duncan, the Chief Executive of Lloyds TSB Foundation for Scotland, had been appointed as chair of the root and branch Care Review.

Today’s National Care Day giving people the chance to celebrate looked after children across Scotland, and engage directly with those who have experience of the care system will ensure that their voices can be heard. The Scottish Government is committed to speaking with 1000 care experienced people over the next two years.

Commenting, SNP MSP Fulton MacGregor, who is a former social worker and is Deputy Convener of Holyrood’s CPG on Children and Young People, said:

“The launch of the independent care review was a very welcome development and it’s great to see that progress has been made in appointing a chair. Fiona Duncan is an excellent choice to take forward this root and branch review.

“The Scottish Government is committed to speaking with 1000 care experienced people over the next two years as part of this wider review into the care system – and it is vital that we listen to the experiences of those who have been or are within the care system. Their voices need to be heard.

“I am keen to make the most of today’s National Care Day by engaging with those in the care system – and look forward to the independent root and branch review of the care system progressing, as we continue to try and improve the quality of life and outcomes for those who have grown up in care.”

MSP VOTES FOR LANDMARK SCOTTISH BUDGET

LABOUR & TORY OPPOSITION FAIL TO SUPPORT INVESTMENT IN MONKLANDS

 

Communities across North Lanarkshire, including the Monklands area, are set to benefit from greater support as a result of the Scottish Government’s Budget, SNP MSP for Coatbridge & Chryston Fulton MacGregor has said. This includes £9.961 million additional resource and capital funding for North Lanarkshire overall.

 

Labour, Tory and Lib Dem opponents failed to support investment for North Lanarkshire in the budget – with the three opposition parties voting against the SNP’s proposals to fund local services on Thursday.

 

MacGregor has condemned the approach taken by the three parties, providing opposition for opposition’s sake rather than supporting investment in communities throughout North Lanarkshire.

 

Commenting, SNP MSP Fulton MacGregor said:

 

“This Scottish Government’s budget provides a strong funding deal for North Lanarkshire, giving spending commitments in the NHS, education, infrastructure, environment and the economy. For the opposition parties, with the exception of the Greens, to vote against all of this was deeply disappointing and against the best interests of our communities.

 

“It was disappointing to see Labour, the Lib Dems and the Tories be more interested in political point scoring rather than standing up for their local communities in Coatbridge & Chryston – but there’s still time for them to drop their opposition and back the Scottish Government’s proposals as the Budget Bill progresses.

 

“North Lanarkshire itself will benefit from a range of direct spending commitments, including £9.961 million which will contribute to £1.1bn overall for NHS Lanarkshire and the continuous M8, M73, M74 improvements.

 

“Labour, the Tories and the Lib Dems should think again before choosing to rob Monklands of these vital services in a narrow-minded campaign designed to achieve nothing more than embarrassing the SNP Scottish Government. This budget is too important for our communities to allow that to happen.”

Fulton MacGregor welcomes boost for North Lanarkshire Schools

Schools in North Lanarkshire will benefit from a £8,871,600 funding boost as part of the Scottish Government’s drive to improve standards in schools, it has been revealed.

The share each school is due to receive from the Scottish Government’s new £120 million Pupil Equity Fund has been revealed by Deputy First Minister John Swinney.

120 primaries and 23 secondaries across North Lanarkshire are set to receive additional support worth thousands of pounds. It will be up to teachers and school leaders to decide the best way of using the funding to close the poverty related attainment gap in their schools.

Welcoming the announcement, SNP MSP Fulton MacGregor said:

Every child in Scotland should have the best possible start in life, and it is unacceptable for children from the poorest backgrounds to have their chances limited by circumstances outside their control. The SNP in government has made closing the poverty-related attainment gap our number one priority, and our new £120 million Pupil Equity Fund is aimed at doing just that – supporting 120 primaries and 23 secondaries in North Lanarkshire.

This new announcement will let parents, teachers and school leaders in Coatbridge & Chryston see how much funding they can expect to drive up standards and tackle the inter-generational cycle of deprivation in their school.”

Furthermore, Mr MacGregor put forward a question asking the Scottish Government what percentage of pupils has achieved at least one qualification at Higher level or equivalent in each year since 1999.

Depute First Minister John Swinney responded:

“The percentage of school leavers attaining at least one qualification at SCQF 6 (Higher and equivalents) or better from 1998-99 to 2014-15 is shown in the following table.”

Mr MacGregor says of these figures:

“It’s clear to see that devolution has had a positive impact on education in Scotland, particularly from 2007 when the SNP took office. It’s great to see our fantastic teacher’s hard work is paying off – and shows just how talented our youngsters are.”

Comments on DWP Centre closure

SNP MSP for Coatbridge & Chryston Fulton MacGregor has voiced his anger at the news that the DWP processing centre in Coatbridge town centre is to close.

Staff were informed this morning (Thursday) that they would be transferred either to Motherwell or Glasgow and that the building will close by the March 2018.

The MSP is due to meet with district manager Etta Wright on Monday and will be raising the subject with her, in particular the lack of notice that has been given to the staff.

Fulton MacGregor said:

‘I was shocked to hear that this centre is to close and that the decision has been taken without any consultation with staff.

‘The DWP staff there fought hard to retain jobs in Coatbridge when the decision was taken many years ago to close the job centre plus services, and now they face being uprooted anyway.

‘Following the decision to close half the job centres in Glasgow, this is just another in a long line of decisions taken by the Tories in London with no regard for the people involved, surrounding businesses and the local communities.

‘I will be raising this issue with the district manager when I meet her on Monday and will be writing to the Secretary of State for Work and Pensions to urge him to halt these summary closures of services throughout Scotland.

‘I have also been in touch with my colleague Phil Boswell MP and we are ready to support anyone affected by these decisions. I would urge anyone with concerns to get in touch.
